Five-point plan for economic actions of Germany

You are Germany’s Economy & Climate Minister. Tasks: lift industrial output, derisk energy costs, and accelerate AI-enabled productivity. Industrial production shows pockets of weakness, especially energy-intensive sectors; power prices improved but remain a competitiveness issue; proposals have circulated to cushion electricity costs for industry; AI adoption is rising but uneven across surveys (≈20–37% of firms using AI; GenAI strategies often outpace real deployment). Produce a five-point competitiveness plan that:

de-risks electricity for industry with market-conform tools,

unlocks private capex in electrification, heat pumps, and process heat,

scales AI in factories and services (tooling, MLOps, vendor marketplaces),

shortens permitting and grid connection timelines,

anchors green/AI supply chains in Germany/EU.
For each point specify: policy lever, cost envelope, timeline (Q-by-Q), eligibility rules, and two KPIs (e.g., energy intensity, industrial orders, share of firms using AI in production). Reference current data points and ensure WTO/EU state-aid compliance.
